Create ERB template for Consul configuration. Update Vagrantfile to use ERB template. Update servers.yml to include role information. Update Vagrantfile to perform provisioning based on role information. Update consul.sh provisioning script to start Consul. Update Vagrantfile to make Docker listen on network socket (and restart Docker daemon).
