Update files based on additional testing. Add lines to Vagrantfile to use virtio NICs w/ VirtualBox. Re-arrange config keys in Consul configuration template. Add quotes to IP addresses in machines.yml. Update Ansible playbook in provision.yml to install Python OVS libraries.
