5ad361f132 Update target framework to .NET 9.0 
Changed Flow.Launcher.Command.csproj and Net9.0-SelfContained.pubxml to use .NET 9.0 instead of .NET 7.0 for building and publishing. This ensures compatibility with the latest .NET runtime.
